Hi every thing from the tax office came to us and we just sent it on to him.

I do have the deeds but if a charge went on after purchase I suppose the deeds I have won’t show this charge.

I am sorry I didn’t keep copies but I do have a copy of the fine which I don’t think will help. I am such a idiot I know.

We all make mistakes. Ask your accountant if he would email you a copy of the original notification (probably headed REQUERIMIENTO) and any later correspondence.

This may not be appropriate but why not go to your local tax office in Spain with the documentation you have available and ask them to tell you what the fine/charge is for? Mostly they will speak to you in English, but perhaps take a Spanish speaker with you just in case?
That would at least identify for you exactly what the debt is related to and point you in the right direction in terms of how to deal with it moving forward.
Good luck with finding out and resolving it.
(As a complete aside, I sold a Spanish property in 1996 and was mortified when the estate agent handling the sale told me there was an embargo preventing the sale. I believed i had paid all ongoing taxes and charges. She advised that I should go to the local town hall to resolve it. After queuing, I reached the counter, quite concerned, actually a little stressed as to what was in store. The official told me that the embargo was for Basura (rubbish collection). I explained that i had paid my Basura annually and nothing should be outstanding. However, she explained that there was an additional charge in place because the refuse lorry had to drive down a short lane to make collection. When I asked for the Factura (bill), she carefully accessed the system, and eventually presented me with a bill for 9 euros. I had owned the property for 11 years! Spain works in mysterious ways! That was a long time ago and payment systems have changed but it's an example, albeit an old one, of how foreigners like us can get "caught" in the web of administration!)

Just speculating, and assuming you own a property here, did you pay the property transfer tax? Did the tax office subsequently claim that the property was worth more than the value declared for tax, and that they wanted more transfer tax?
When can the tax office do this?
Are you saying if I buy at a 25% discount to the advertised I can get a tax bill?
Can it be more than the advertised price?
In that case does the advertised price mean anything?

They certainly can do it, as some people know to their cost.
