Hi ,
I am been to an accountant today to start the process for Spanish residence tax . As I have a property and pensions in the uk I have to declare assets over £50,000, The advisor tells me that civil service pensions are not taxed in Spain. Previously I was employed as a social worker and I receive a local government pension. Can anyone advise whether local council pensions come under this umbrella ?

I can confirm that they do come under this umbrella. I also worked for nine years in social services UK and am not taxed on my local government pension.
However, please note that there is a box on the income tax declaration which requires you to give the annual income derived from this pension. Although the income is not taxed directly, it is lumped in with your other income to determine which tax brackets apply to you.
This is a list of all UK pensions which are deemed government (crown) pensions or not. Those deemed crown pensions are taxable in UK only but are declared in Spain to assess your level of income tax as Herefordjack has said.
