Hello. Start at the top of your list please. O m3. You have used no water, however will still be charged something for the meter? 1 m3 = 1,000 litres of water. That's 1 Cubic Meter. 27 m3 = 27,000 litres of water used. 4 m3 = 4,000 litres of water, 15 m3 = 15,000 litres of water used. Importe/the amount your bill in euros. You know who you have rented to. In some instances people take the "Pee". I have been a resident of Spain for many years, I live in my Finca, we consume per month some 30,000 litres of water be it for animals, The garden, vegetable field, the Finca itself. For an apartment to use 27,000 litres of water is an awful lot of water. My water bill is reasonable, we are mains supplied not agricultural water. My bill remains the same regardless of the seasons. I do not think for one minute you have a leak in the property otherwise you would have an indoor swimming pool. You are only charged for what passes through your water meter to your property. The only other option would be for someone to "tee" into your mains supply after your meter to run a bill up, that would be stupid, easily found out so I doubt that. The only other option is an old water meter can build up calcium causing the internal paddles that record water usage to revolve several time faster than should be, ie; 500 litres proper water usage, paddles revolve quicker causing a false reading of 1,300 litres of water. To reiterate I think you may have rented to self centered people who may have even left the bath taps running with the plug out to deliberately run up a water bill. I hope my reply may help you.
