It is a Certificado Complementario and only came into play last July. The town hall basically agrees that you can apply for the license for your property.
I am guessing this will mean that town halls can, at some point in the future, decide they have enough rentals in their area and suspend issuing more certificates.
However the biggest issue seems to be that the main bathroom must be 4.5m2 minimum and a lot of apartments have small bathrooms. Checks and inspections have started now. So before applying do check all your room sizes comply and you have all the specified equipment.

Just a quick update on this. Although my apartment is villamartin it comes under san miguel town hall and they stopped issuing any tourist licences last year,
I did speak to them and explain that I can't rent my apartment without it and although he understood the issue they are not looking at it again until March this year.
Therefore an empty apartment this year and not just mine !
He did say anyone who rents our for just a couple of months of the year is not their concern. They want to be able to protect permanent residence who live next door for example to a holiday let that is rented out all year rent - Im guessing if there are issues they want to be able to withdraw the license.
Doesn't help me this year but i'll see what happens in march.

The town hall only issue the initial certificate that you need for the application. The license is issued by the ministry of tourism.
I was told when this new first stage was introduced last July that most (if not all) town halls were not ready for it, and each town hall can set their own local restrictions. Hopefully they will review things next month and you can start the process, but there is no way you would have a license for this year's main season.
However be warned about taking their 'advice' about them not being bothered about you letting it for a couple of months over the summer as it is not them who issues the fine or has to pay the fine.
You do not need a license for longer lets so maybe that is an option for you for this year.

Playa Flamenca. Near Mercadonna supermarket just off the N332. Tourist Info is in the same building so follow the signs for that.

Try Spanish Solutions in La Zenia or PSI in Playa Flamenca (near to the Via Parks). There are quite a few companies and agents offering to get the licenses for people now so get a couple of quotes. Ask if the quote includes the official plaque, the official complaints forms and notice about the complaints form as otherwise they will be extra. And once you have your number ask them to set up an appointment to register with the Guardia Civil for when you are next Spain as you need to do that in person. Good luck.
