Yes, the process for a Non-Lucrative visa has to be started in the UK at a Spanish Consulate (London or Edinburgh).  That said, the Consulates are temporarily closed, because of Covid-19; even if they should open soon, you also need to bear in the mind that Spain currently forbids anyone to enter Spain unless they are Spanish citizens or residents.  It would be best to keep an eye on any changes to Spanish regulations and once it lifts restrictions on travellers from the UK, that would be the time to start the process at a Spanish Consulate in the UK.
