It's important to include your friend's nationality - if EU, it's relatively easy to obtain registration on the foreigners list, but if UK, they're already an illegal immigrant and being on the Padrón could be a problem, especially if they haven't submitted tax returns in Spain during the 3 years they've been here. Were they living here before the end of the Brexit transition period, i.e. before 31 December 2020? If so, did they submit a residency application before the deadline? Sorry to ask so many questions, but the devil is in the detail.
I would also recommend Uma Sanz of Get Legal in Spain for straightforward immigration cases, but for anything complex, I would recommend Pellicer and Heredia in Ciudad Quesada:
