Yes, for non residence owners they have to pay non residents tax on the valuation of their property each and every year, last years tax for the year of 2020 is due before the end of December this year 2021.

You're definitely paying too much by having your lawyer do this for you, because their hourly rates are typically higher than that of a gestor.  I would second Cheryl's recommendation of Uma at Get Legal in Spain and I know several forum members use and would recommend Angar.  I would also recommend Spanish Tax Forms Ltd, who I used before we became residents:

They all charge a similar amount, but Spanish Tax Forms charge per property, whereas Angar charge per person, so if only one person owns the property, Angar is slightly cheaper, whereas Spanish Tax Forms works out slightly cheaper if there are 2 or more owners, but probably less than a couple of Euros difference overall.  Whichever one you use, they'll be cheaper than your lawyer!

We've used Angar Taxation in the past and can recommend them. You pay a fee of €20 per person (my wife and I are both named on the house deeds so the tax bill is split between us). So €40 in fees plus the tax which was €77 split 2 ways. 

I now calculate and pay it myself saving €40 a year. Its easy when you've done it once.
