I've been told that the palm tree in my garden has palm weevil, and the tree needs to be environmentally destroyed.

Has anyone gone through this process? Do I need to get permission from the council to cut the tree down? Are there registered people who I can contact for this?

Can I open a Spanish bank account from UK?. Or can I transfer my current Spanish account along with direct debits to another Spanish or otherwise acceptable account without being in country? 

Does anyone have have suggestions of decent banks with minimal or preferably nil charges. Currently with Sabadell too expensive.

I’ve tried Amazon, nothing suitable as far as postage is concerned. Norauto and Carrefour don’t appear to stock them either.
