This is what has happened also with me. When the basura was taken off the water bill which was paid by DD,  Suma took out a separate DD to pay the basura without my knowledge. As it was a small amount  I let it go.  Regarding IBI I never set up a DD and continued to pay by card on the Suma website.

Just for info   Wise rejected the SEPA request for payment of  my community fees. WISE stated I had cancelled the DD which is not the case. I am unable to communicate with Wise....I paid fees manually. No longer trust Wise

If non resident then get yourself a UK Santander account. Fee free cash withdrawals from any Santander ATM on mainland Spain using your UK debit card. Funds come direct from your UK account and you get the Visa bank rate (just make sure that you press the "do not convert" button during the transaction. This rate is even better than Wise.

UK Santander credit card is also fee free for transactions in supermarkets, petrol stations etc.

Sabadell charge non residents 40 euro per quarter (160 euro per year) for a non resident bank account.

On SUMA's Webpage you find a telephone number for English-speaking people.  I would have found it for you, but for some reason I am not able to reach their webpage from my computer.  I have been in contact with them several times and they are very helpful and work till late in the evening.  They send you a link on email and you can pay with credit card or through your bank. Last year I found out that it was possible to mark out that I wanted a direct debit on the payment, and I was very happy when I checked  Sabadell a week ago and found that the amount was payed.   Finally I advise you not to wait, the fee is more than 10 €.  Hope this help you.

I've also just tried https://www.suma.es/ and it appears to be b****red, probably everwhelmed by the number of people trying to access it! I paid mine on Sunday, no problems.

Hi and thank you for your reply. We managed to pay online which was quite straightforward, hopefully our Gestor has now amended the payment details and the direct debit will go through next time.

Remove the https it is just www.suma.es

As regards the SUMA bill. If you can access the details of the DD payment on your Bank A/c it usually gives you details of what the bill is. On that bill will be a CSV which you can try to get in to your account. On the SUMA website you can download your bill here https://www.suma.es/obtener-recibo 

 put in the CSV and your NIE . Or the Numero Fijo/Obj Trib You can have the bill sent to your email or just download the pdf to your phone.  You can then pay it yourself.
