Complain to Benissa agua ?

We are in a block of 6 flats and one person has the water meter in his name as he owns 4 flats and we pay him for what we consume each month

Now 2 of us want to have our water direct from mains with our own water account and meter so we paid Benissa agua £790 for the right to connect and they gave us a meter. Now they say we cant connect to the pipe leading to the property as its only 3/4 inch and we need to dig around the road to find the main 1" pipe.

They cant help with a plan so how can we expect to dig blindly looking for a water pipe?

They are even charging us £13 per month for what looks like a standing charge and we have not even connected the new meter yet

Would anyone know where I can log a formal complaint ?

You go into the office and ask for the Hoja de reclamaciones. This is the legal complaints book which every shop and office must have and it will be logged. They must then show what action has been carried out. This book is taken very seriously.
