Who do we call ?

So today brought us a new challenge . Mid morning well after the rain we heard water gushing down from the road above us ( gushing is an understatement) . Fortunately we have a channel that runs along the back of our house and down on to road it was like a rapid !!! It happened 6 times ... the water was dirty and a bit smelly !
We have no idea who owns the house and yet to see anyone there. My husband drove up the road and there was a property with water gushing from a large pipe (8inch) down hill again no occupier present.
Who do we call in this emergency ? We think it was sewage water from somewhere !
