This might be of interest. However, I would suggest if you are not fluent in Spanish take someone along with you who is. You are in Spain therefore English speaking staff will not necessarily be available:

Assumptions of care without an appointment:

1. Over 65 years of age.

2. People with mobility problems whenever the Medical Center cannot process the renewal of their driving license and they must go to the Traffic Department.

If you are 65 years of age or older, you can come to our offices  during the opening hours indicated for each Headquarters  and carry out your procedure in person without the need to request a prior appointment. Keep in mind that the procedure that you come to carry out has to be for you, you cannot come to carry out a procedure on behalf of another person. Our staff will assist you and explain how to make arrangements easily.

IMPORTANT: The exchange of permits for countries with an agreement cannot be carried out without an appointment, the verification with the country of origin of the permit requires that the procedure always be carried out by appointment.

In the same way, people with mobility problems who, after going to the driver recognition centers to process their driving license, must go personally to the Provincial Traffic Headquarters to continue the processing, will not need to request an appointment, and may go during the preferential service hours established by each Headquarters.

Hi  There is a previous article titled "Changing your UK Driving Licence" which shows you step by step how to fill the form in for an appointment and what is required to take to the appointment.  I found this article very helpful.  I went to Cartagena and they are very friendly and helpful, they even spoke enough English for both to understand what was required.  Good luck  Gillian
