Looks like a topic for the agenda of your Community's next Annual General Meeting.  Communities are able to refuse any owner permission to use their property for holiday lets.This can be decided at your next AGM.

A community can vote to refuse new Licenses, existing ones cannot be revoked by a change in Community rules and rules cannot be made retrospectively.  That's already set in the laws governing the issue of Licenses.  But you do not need any change in community rules to report or stop illegal letting, you should be doing it anyway.

How do you rent out to ‘friends and family’ without a license? I’ve heard this before but seems a bit daft , how do the government know who are friends or not?

Attached is a photo of a Tourist Licence plaque that should be attached to the property in a visible location adjacent to the door

Even if renting to "friends and family" you do need a Tourist License. Friends and family can use the property for free (so not renting it) but, legally, if there is any payment then a Tourist License is required, and tax payable, even if only 'mates rates'.

It can be inside by the door, so not necessarily visible from outside.

I’ve looked it up and you don’t need a tourist license to rent to friends and family ? Obviously if money is trading hands in the bank then yes you would need a license 🤔 I’ve stayed in a few owned by Spanish without licenses (one in July , without a doubt no license) so it’s not just brits doing it 🙄
