You're not legally obliged to appoint a fiscal rep.
If you don't appoint one, then I think Agenica Tributaria still require to use the address of your Spanish property for any written communications.
If you don't come out here very often, that could be a possible problem. But if you've a friend here who is a resident, then you could appoint that friend as your fiscal, as the only criterion for someone to be appointed as a fiscal rep is that they be resident here.
