Leroy Merlin carries them.
We used a local architect for a recommendation and it cost us about €4,500 with all the necessary paperwork and contract to get it passed for a Habitacion Certificate but Albatera are playing ball with these certificates whilst Catral has come unstuck in the past and I don't know the current situation there. If you plan to buy the tank yourself and get it delivered, I would check with whoever you find to install it first to make sure that they will be happy with this. We decided that although there are only two of us in our house most of the time, we got the larger tank which would cope if all 4 bedrooms and bathrooms were being used regularly.
Unless the tank is causing you problems or it's for your own eco concerns, or you know you can definitely get an HC from the Town Hall, it may be worth leaving it as is, although personally I wanted to be able to flush toilet paper down and not have to be so careful about the cleaners I use throughout the house.

Go to Bio Tanks factory in the Crevillent to Matola road next to the Los Molinos restaurant. Juan is most helpful and speaks some English. To ensure that the installation meets the Ayuntamiento requirements you should use an architect and take plenty of photos. Reckon on costing 2,200 euros in total. I don´t recommend that you install the expensive unit which pipes the waste water into your plot because to get permission for that takes about a year whereas the enclosed unit can be installed immediately.
