She can not be found in any UK records at all. She holds a Spanish passport. The INSS keep saying they want a S1 but she cannot get one as she does not show up anywhere in the UK records.
If she has a DNI, she´s a Spanish citizen, so she shouldn´t need an S1, she has the right to Spanish healthcare on the same basis as a native Spaniard. I would take all the documentation that you´ve mentioned to her health centre at Crevillente and ask why, considering her status, they cancelled her SIP. Given that she´s been in Spain for such a long time, I assume the language won´t be an issue.
