Search under Tourist License on the forum and you will find plenty of information. The short answer is NO, you cannot advertise until you have your License number and you cannot let the property legally without it. There are minimum standards and room sizes, although a Town Hall can issue an exemption certificate at the time of issuing the Compatibility Certificate in certain circumstances for SOME of the criteria.

You will need to apply at the Town Hall for a compatibility certificate first, you will need a valid EPC and habitation certificate as well. Once you have the CC from the Town Hall you can apply for the License from the office in Alicante (link to forms in the info above). If you meet all criteria and obtain a License then you have to obtain log-in codes to register your guests. Currently that is done through the hospederias website but that is due to change next year. You also must display the official plaque and have official complaints forms.
If non resident your tax on the rentals is payable quarterly - if you live outside the EU then it is straight 24% on the gross rental, if an EU resident the 19% on the net.
You will need to employ a keyholding and cleaning service provider, include your License number in ALL forms of advertising and continue to meet minimum standards. The maximum number of people able to stay in your property will be specified on the License.
Please do not risk holiday letting without fulfilling the legal requirements, the fines are huge if caught. Good luck.
