Short answer is no.
If she is coming to live permanently in Spain she will need to apply for a non lucrative visa at the Spanish consulate in the UK. She will need to meet the income and healthcare requirements. She cannot just upsticks and move to Spain as she will be classed as a illegal resident after the 90 day visiting allowance.
If she gains residency she can, after the first year, claim for healthcare under the S1 scheme and get her healthcare paid for by the UK government.

She can use her EHIC card (or equivalent) for emergencies but she would be advised to have decent travel insurance.
