You can do Euromilliones at any shop selling lottery tickets.

Thank you I’ve seen the booths seeking once tickets but not seen any shops selling them. I will now look out for them in shops thanks again

There are dedicated shops, usually with a blue sign outside saying Loterias y Apuestas del Estado, selling Spanish national lottery tickets, Euromillions, El Gordo etc. You'll also often find a lottery machine in some of the larger paper shops.
I don't know how accurate it is, but this is what yellow pages says:
