Communities of property owners in Spain are governed by the "Horizontal Property Law", which also allows owners, under laid down procedures, to set out their own rules, so it would be difficult to write a guide that would cover all eventualities.
However, there's a lot of information on the internet about community property ownership and the Horizontal Law in Spain. This link is to an article written in 2012, so a little old, but it gives a clear explanation of the principles:

In this region, local taxes are collected by an agency called SUMA, which collects IBI (Council Tax), Basura (refuse bins) and Car tax on behalf of your Town Hall.
For the specifics of your own community's maintenance and any other administrative charges, reserve funds, etc. you should refer to your Community's Rules, available from your president or administrators.
