Why does it cost so much to take a new contract for water with Hidraqua when you buy a new home in Gran Alicant, costing me 400 Euros, it would cost zero in the UK. Is it safe to drink the water from the tap also?

Every country is different. There is no point asking why when things aren't the same as in the UK.
If you want want to make yourself happy ask why council tax is so much so much cheaper than in the UK.
