You technically need public liability insurance if you're hiring a bike out to anyone, but as with anything in life you can make you're own informed decisions and take whatever chances you want to.
From experience, please bear in mind though that when you rent it out it WILL come back with more scratches and marks, every time the battery is charged it shortens the life of the battery, if the renter breaks down or gets a puncture they will expect you to drop everything to go and repair it straightaway at your expense. As an individual, not a business it will be difficult for you to chase up anyone who returns the bike badly damaged or worse case, doesn't return it at all. Can you spot a fake I.D from a real one? What would you do for a deposit?
From my point of view I wouldn't rent out my own personal bike because it will need to be replaced after 12 months if it's rented out regularly, don't forget the people renting it won't care about your bike the same way as you do.
