You need to contact the local authority for the electoral register you were registered on before you left the U.K.. You need to complete the form giving them your last registered address in the U.K. and your new address in Spain and send it back to the U.K.. This has to be renewed every year. You also normally need to apply for a proxy vote as there is never enough time between them sending out a postal vote form and being able to return it before the date of the election. I think it’s parliamentary elections you can vote for, not local authority. Although I could be wrong as there’s not been that many elections post Covid.
In Spain Once you’re on the padron you get a form confirming you are eligible to vote and to confirm you’re not voting for the same thing twice, although I think what you can vote for has maybe changed since Brexit as in European elections.
