Tricky but not impossible. It depends how far you want to go and how often.
The old town is near the bus station. Google more information on buses. (Alsa, DeniaBus etc)
Generally bus services are much cheaper than the UK but services are usually less frequent and therefore require a bit of pre planning for the correct return trip times.
You could live happily in the old town or at the port without a car as all amenities are within walking distance.

On holiday in Javea Port for 3 weeks, is there anywhere local/reputable that I can hire a car from daily or for a few days?

Javea Cars or SolCar. I haven't used them so this isn't a recommendation but they're two that I can see listed. They're both on the dual carriageway that runs behind Arenal beach. It's walkable from the Port area. Screenshot attached.
