Hello.Is anyone banking with BBVA as a non resident in Spain.What are you beeing charged.?Some friends have been charged 200 euros taxes since last April excluding bank charges for not beeing resident yet in Spain.Doesnt sound rite to me!

Any Bank Account for Non Residents will have charges of around 35€ a quarter. You will need to clarify what taxes you are talking about as that is not related to Bank Charges. Without further information it sounds like their Suma Tax and is around the correct figure.
