If nothing else it would constitute a back door into the rest of the EU so at the very least would require the agreement of all remaining member states.
Were that to happen any such agreement would undoubtedly be contingent on reciprocation by UK which I can't see happening as it would smack too much of free movement which Bojo's neo-racist government could never allow.
