I have an EU passport, what do I need for residence and where do I go to apply here in la Zenia, do I go to the local police station?

Hi,

This link should explain everything, and yes, it's all done at your local National Police Station.

Thank you, and another question, do I just show up at the plays flamenga  office to get my pardon first then the police station for registry.  Sorry I'm such a newbie

Yes you must have a valid Padron to accompany your application. 

You might need to make an appointment to get the Padron.
