Hi there’s lots of posts on this subject. Briefly you pay the Non Resident Tax to the Agency Tributaria. You cannot pay it at the Suma Office, however the information on your IBI property tax receipt gives you your Cadastral Value, this information is required to calculate your tax liability.
If want to do it yourself and don’t have a digital signature here’s the link for the form to complete online and print as a pdf, you can then present the 3 sheets that are generated to your Bank.

There are companies that will prepare and submit the forms for you for a fee. I use (but there are many others to choose from.)

They charge £34.95 per property,not per person to prepare and send you the completed forms and for an extra charge they will submit the forms to the Agencia Tributaria on your behalf.

BBVA, Santander, Caixabank, Sabadell. If you pay at your bank with the 210 completed it comes out of your account, if you pay at a different bank with the 210 then you pay cash.
