Take a look at the N332 website.   It covers anything to do with driving in Spain and is for English speaking people.   The site is run in collaboration with officers of the Guardia Civil and has an English version of the Spanish equivalent of the Highway Code on it.   They also have a Facebook page.

    7000euros sounds a horrendous amount, I paid nowhere near that much for virtually the same amount of work as you list (except no tax as it was 2019). From memory it was around 1200 euro, that included headlights and rear fog light changed/fitted, by Leigh at Spanish Number Plates

Unfortunately since Brexit you will have to pay VAT at 21% on the book value assigned by Customs and Excise as the  vehicle is from a non-EU country.
