I'd say it was both. Wouldn't be in this situation in the first place if it were not for Brexit, and yes (in my own experience too) Correos is ripping us off.
Apparently the Royal Mail are also ripping off brits, as read some comments about parcels sent as gifts to friends and family in UK and recipient being charged duty and will not release the parcel unless paid. So its happening in UK as well not just Spain. So yes brexit is to blame.
