You legally cannot advertise the property without a license.  If you will be a non-resident then you will be required to file a quarterly tax return in Spain with the tax payable immediately.  Tax is 19% after certain allowances for EU residents but 24% on gross rental for non-EU residents.

...lly I would have thought doing so should have been included in the work done for the purchase, afterall, they have presumably transferred utilities and IBI into your name, so why not include the License name change as well.
