Hello,
You need an appointment that you can get online or at the office. If you go to the office, all the employees speak some English. Anyways, you will need your NIE and proof gthat you are living here. (Rental contract or property documents)
Funny thing, I was originally “empadronada” in Torrevieja without any problems when I solicited. When I went the first time to the Orihuela ayuntamiento to change it, as we bought a property in La Solana, the lady didn’t want to do it because I wasn’t a resident. Weird thing as I told her, is that you need the Padron as a requirement for your residency. Wasn’t a problem for me, as I mention before, I had it from Torrevieja.

Yes last time i went to Orihuela she said that i needed a residency for the padron (not the case as i confirm otherwise with my lawyer). This is why i am seeking clarification from them again now. I assume the only office i can go to in Orihuela due to where i live.

Just to follow up. I emailed the address Jim gave me but no one answered. I emailed another address i found and the bloke couldn't help and didn't know and said i need to call the office which i can't do due to the language barrier, and then i found and translated the following:
"For nationals of member states of the European Union and of other States party to the Agreement on the European Economic Area (Norway, Iceland, Liechtenstein and Switzerland) or of States to which, by virtue of an international agreement, the legal regime provided for for citizens of the States mentioned: Resident's Certificate and Passport or Identity Card of the country of origin.
(Article 7. RD 240 / 2007- Residence longer than three months of citizens of a Member State of the European Union or of another State party to the Agreement on the European Economic Area.
Nationals of a Member State of the European Union or of another State Party to the Agreement on the European Economic Area shall be obliged to apply personally to the foreigners' office of the province where they intend to remain or to establish their residence or, failing that, to the corresponding Police Station, its registration in the Central Registry of Foreigners. Said application must be submitted within three months from the date of entry into Spain, immediately issuing a certificate of registration that will include the name, nationality and address of the registered person, his alien identity number, and the date of registration.
Along with the application for registration, you must present the passport or valid national identity document of the applicant, as well as the documentation proving compliance with the requisites required for registration established in this article. In the event that the passport or the national identity document is expired, a copy of these and the request for renewal must be provided).
In the case of applying for registration from their country of origin, they will have three months to provide this documentation, otherwise they will be removed from the Municipal Register without further processing."
My question is, where it states "shall be obliged to apply personally to the foreigners' office of the province where they intend to remain or to establish their residence or, failing that, to the corresponding Police Station, its registration in the Central Registry of Foreigners." Is this the same as getting the NIE as i have recently got a new certificate (without a date on it) from Alicante. As i have gone to Alicante and got the NIE, does this mean i fit the above criteria?
If anyone can help it would be appreciated.

No. Real Decreto 240/2007, later modified by Real Decreto 557/2011, is all about the obligation to register as a legal resident.

Hi Jim,
I will read you article in full but i need a new padron before i can apply for recidencia. I originally obtained a padron with the documents i had at the time, but upon trying to get a new one (the old one expired as it was not renewed in time), they said i needed a recidencia.
My lawyer says the town hall in Orihuela should issue me with a padron and then i can apply for a 'recidencia'. I have a tax residency certificate (recidencia fiscal en espana. convenio) but not this green card which everyone keeps going on about.
I appreciate your time but this whole process is just giving me a headache. It's all catch 22 everywhere you go.

Yes i have read the guide. I need a Padron regardless of what i do after.
When i got my first padron, as mentioned, i used the documents i had at the time. Padron was issued no problem (using the recidencia fiscal en espana. convenio document). Now, in trying to get another padron, using exactly the same documents, they say i need a recidencia before a padron. My lawyer says i need a padron before recidency (and in order to apply for a spanish drivers licence). I am not sure how your article helps or applies to someone in my position as every body is saying different things.
