Not everyone. Just new and renewed contracts signed after April 2022.

So if you use 300kwhr of electricity do they charge 300kwhr on the gas tariff? I haven't had any of this yet as the account in landlords name and he sends me a copy of the bill after he's paid it.

Yes, if the contract has been changed since April. Your standard tarrif plus the additional charge at 12 cents per kwh.
