I remember that - it was an eye-catching headline when Pedro Sanchez first became PM. Andalucia rolled it out - they even cancelled the Convenio Especial in that region, as it should no longer have been necessary - but along with most other autonomous regions, C. Valenciana didn't introduce it. As you say, it was for immigrants who could not afford the alternatives, but realistically, Spain couldn't afford to offer free healthcare on that scale.
