Yes, I hear it too. Constant and worse at night. I think it is from the industrial zones. Try to ignore but difficult, especially when you know it is there you naturally and unfortunately hear it.

There are a couple of things that come to mind, wind turbines for example, there is also something the farmers use to scare rodent pests and birds away from crops, not the cannon by the way.
I have driven past green houses and heard this noise and if the windows are open it can still be heard a mile down the road.
But something else, I know Tinitus has been mentioned and assume you have had that checked by a doctor however, after brain surgery to remove a tumour I now have Epilepsy, unless I am really strict with the medications I get a whining noise, apparently it's my body reacting as the various medication wears off? So I guess do you have high blood pressure or take any other medications, this might explain why you alone can 'hear' the noise?
