As regional regulations do vary it is possible they are accepting adverts from other regions when the License is in progress as other regions do permit that, but it is a national law that governs the need for having a License, regional laws deal with the detail of criteria to be met for the License and process of application.
It is still illegal to rent out a property for holiday/leisure purposes to anyone without a Tourist License and without paying due tax on that rental income. Also need to comply with the requirement to register all paying guests, which you cannot do without a License. Non-compliance with any of those things can result in a fine. You said in your post to RENT it through AirBnB without a License and you said the RENT it to friends and family or let them stay for free - so, with all due respect, you did suggest they do something illegal.
I have given my suggestions for doing what they can to legally prevent future occupation by squatters in previous comments as requested in the original post.

As for my suggestion. I said let let friends and family stay for free....fully legal not license required. I also said or charge them and get a license if you must. Again doing it legally.

Squatters will always find their way in. I suggest getting a trustworthy person, weather its a friend, family member or a registered company who deal with key holding to go round regularly so show an active presence of your property. Also you can allow family and friends to stay there absolutely 100percent free, as guests so that the property is occupied a often as possible. You can also rent it out during the time you are not there, do it legally by getting a tourist lisence. Dave is that ok for you?
Now heres what would be an illegal suggestion so I can be clear up any misunderstanding on my original post.
You could rent it out cash in hand to your friends and family who would just give you the money cash in hand before they leave the UK and therefore it's untraceable. Or rent it out to friends and family, who can legally transfer money free from one UK account to another and Spanish authorities wouldn't know different....non of this I suggested although it is massively done.
I don't see why I have had to go through explaining all this just to satisfy you but hopefully now its cleared up.
