Dogs left all day with little or no Shelter

Someone has moved into a flat near us. They have 2 dogs which are locked on the Balcony from 12 to 15 hours every day. This is in full sun for most of the time. During this period they have very little shade.
Is this something that is acceptable in Spain? I have been advised that there is nothing anyone can do about this.
Does anyone have any advice on this.
