I've been told today that some Ayuntiamentos can register your UK driving licence with traffico to exchange it, does anyone know if this is true and would Relleu Ayuntiamento be able to do this. Thanks.

You've been misinformed. The 'ayuntanientos con convenio' only do routine tasks like change of address. Added to which, Relleu isn't one of them.
