My elderly neighbor has recently lost his wife and is wanting to send her cremated ashes back to the UK. We wanted to know whether that is possible and if so what are the necessary procedures.

I don't know about posting, but I do know that if you want to carry ashes with your baggage on a plane, then you need the license to do so - Licensia para dar sepultura. That license should have been issued by the tanatorio who handled the cremation.
