I would imagine it's included in your Suma bill, which is a council tax bill that every household in Spain pays (which is a bit like our Council tax in the UK but much much cheaper!) The Suma pays for rubbish collection, council areas etc. I think the garden taxes are for looking after the towns parks & gardens.
I would check with your town hall or local Suma office to confirm if they are included with your yearly Suma payment as it would be strange to have to pay separately . We pay ours by direct debit each year.

No Jan, I think you'll find that in San Miguel you pay your SUMA for your property separate from rubbish collection.
The Ayuntamiento also charge a further €60 (I think!) for the collection of garden rubbish - which you can get cancelled
if you only have a patio with flower pots !
