You are right, I don't have to pay back, not because I live abroad, but because I earn less than the qualifying amount.
I surmise SLC have contacted me because they are not sure about my earnings.

I had a loan in 1993
It written off in the terms of the agreement when I was a young 60
They did try to keep taking the DD
But
I was sharper than them, I had cancelled.
They threatened me, I replied and then it was gone.
So to answer the first question, you most likely have no debt, but the SLC is totally inefficent, or just trying to get more money than they are due out of former Students

I think you are absolutely correct. SLC are trying to collect a debt which should have been written off long time ago.
