Hi Boca J,
Do you mean the small, credit-card sized, green certificate? If so and you're a European citizen, the answer is no, you do not need to apply for residency. EU citizens only have to "register" their presence if they intend to stay in another European country for more than 90 days, but this is often referred to as "residency".
If you're a UK citizen, Spain has still not officially stated a deadline for exchanging the green certificate for a TIE photo-ID card; however, some government departments have decided that we've had plenty of time to do it, with some examples of people experiencing difficulty when showing their green certificate - so if you're a UK citizen, it makes sense to get on and make the exchange.

Yes, the small green card, I thought this was proof of residency, but my accountant says it is not because of Brexit. She says I need to get residence card from Extranjeria, but I don't know what I need to ask. What do I exchange it for ?
Is Extranjeria same as policia nacional ? What do I need to pay ?

Hi Boca J,
Your accountant is incorrect, Spain has not issued a deadline for UK citizens to exchange their green registration certificate. However, as I said previously, it is starting to cause people problems with government departments, so it makes sense to do it, especially as your TIE will protect your Spanish residency rights under the terms of the Brexit Withdrawal Agreement. A couple of years ago, I wrote a step-by-step guide on how to do the exchange yourself:

We used a Gestor, much easier and on top of the 12 Eu fee she only charged 20 Eu each,
