I have just picked up on this post and yes when I visited last November 2020 there was actually a sign/notice board outside the bus pass office stating that a translator was necessary if you did not speak Spanish, Luckily I speak a little and the gentleman behind the desk accepted this and was very helpful. Just recently this month September 2021 my neighbour had to renew/replace her bus pass as the photo had become worn and was advised by a bus driver it needed replacing, so of she went to renew/replace her bus pass and was refused because she could not speak Spanish, luckily enough a kind young Spanish lady behind her in the queue offered my neighbour help in translating for her as this young lady spoke English, the gentleman accepted her help and my neighbours bus pass was renewed/replaced at a cost of 7 euro as she totally had a new replacement card given, this had to be paid at one of the two local banks in the area the day before, long story if you get my drift, Yes she had to pay for a replacement/defaced bus pass.
