Said certificate is mandatory though it doesn't make much sense. Just another way to take your money, but no way to escape from..

You will also need a Tourist Licence if wishing to rent out your property. Part of the criteria in obtaining this licence is having an up to date EPC (energy performance certificate), amongst other requirements

I have licence now, waited 9 months, now goal post been moved again.

To obtain your tourist licence my understanding is that you would have to have provided the EPC anyway, so no need to obtain one now - unless it has expired (I think they last 10 years)?

EPc's are valid for 10 years. You must have supplied one to get the Tourist License as part of the process. If you have just purchased the property and someone applied for the TL on your behalf they would have used the EPC that was provided by the previous owners for the sale of the property. EPC's were needed even before TL were compulsory.
