As far as I know for temporary health/SIP card people do sign on the Padron but the Town Hall will remove you from the Register (depending on how efficient they are) after 3 months if you don't return with your TIE.

Speaking of Padron and TIE - we will be there December 21st and have questions. I made an appointment for the Padron for December 27th. Do they inform us where to make an appointment for the TIE? Do they make the appointment? We are U.S. citizens coming over with an NLV and have contacted a lawyer to possibly assist with TIE but we managed the NLV process without one....do not want to pay lawyers if this is a fairly simple process. Does anyone have a website that explains? I see confusing information on this process. Thank you VERY much for all information!
