UK had the opportunity but....During the Amsterdam Intergovernmental Conference in 1997, all EU member states except the United Kingdom and Ireland signed the Schengen Agreement. (However, the latter two requested participation in some aspects of it, including, later on, parts of the Schengen Information System). It was during those negotiations, which led to the Amsterdam Treaty, that the incorporation of the Schengen acquis into the main body of European Union law was agreed. The Schengen acquis included the Schengen Agreement of 1985, the Schengen Convention of 1990, as well as various decisions and agreements adopted for Schengen’s implementation.
