Passport stamps

There's a couple of photos doing the rounds on Facebook (yes, I know) of passports that were stamped on arrival at Malaga yesterday. See pic attached. Not sure if this is genuine because I'm not sure why a Resident passport would require a stamp and non residents are supposed to be restricted until 19.1.21
Maybe it was a tourist with emergency status.
Anyone else heard anything? My passport pages don't have a picture of a person on the passport stamp pages but possibly older or newer ones might. QED is it a British passport in the picture?
