As Kimmy11 detailed, the idea is NOT for anyone who owns a property in Spain to use it as an excuse to travel.
It was an allowance made to those who were waiting on their residency approval or TIE cards to have the chance to return to their new , regular , habitual place of residence.
Spain is still against non residents/ non citizens entering the country. There are still towns & areas closed to outsiders, we still have restrictions or movement between provinces. It’s not the right time to open up to overseas visitors when people here can’t even visit family & friends, sadly.
