I have taken a winter lease on an apartment in Benidorm from November 1st until 30th May and anticipate spending most of my time in Bendidorm, although I will be returning to the UK every four weeks or so for a few days to deal with domestic issues and visit friends. 

I arrived in Bendiorm to 'flat hunt' on 13th September this year and left on 20th Sept. I understand that even as an Irish citizen with an EU passport I cannot spend any longer than 90 days in a 180 day period without applying for the NIE. Have I got this correct? Does the NIE allow me to remain throught the duration of my stay if I desired? I am retired (65+) and not seeking work.

Secondly, can anyone recommend a company in spain that can arrange the NIE for me please? I did look at a company: MYNIE.co.uk but cannot locate an email address for them and although it says 'complete the contact form below', there is no form!

The consulate in London advised me to apply for a NIE if I needed one in Benidorm.

Finally, if the passport officers so not stamp my EU passport at the airport, choosing instead to place it down in some type of scanning device, how will they know that I am keeping within my 90 days.

As I understand it if you’re travelling on an Irish Passport that is a EU Passport and entitles you to full EU citizen benefits.I understand you just need to register your presence with the local Police Station.Maybe you are confusing NIE with TIA.Enjoy your stay and don’t worry about days and stamps etc with your EU Passport.

As an Irish passport holder you will need to sign on the foreigners register at the National Police station if you intend staying in Spain more than 90 days. You will need to show an income and that you are covered by healthcare. Even as an EU passport holder there are rules to follow to be allowed to stay legally in Spain. 

There is no need whatsoever to have to apply for an NIE.

I don't think you need an NIE under the circumstances you describe. The NIE isn't an ID document, it's similar to the National Insurance number in the UK and useful, sometimes required, for business transactions, purchases etc. 

If you particularly want one, perhaps go to a Gestor office while you're here and ask them to complete the application form for you. Inexpensive. (Some people download and complete the form themselves)  Take the completed form to the National Police Extranjeros office in Benidorm. They will authorise it, send you off to the nearest bank (any bank) to pay the fee. (Around €12). You then take that receipt back to the Police Station and they will issue your NIE number. 

Just for clarification, the TIE is a photo ID Residencia document ID card.

I'm not certain that it is mandatory Sean. I doubt it is, someone may clarify. But given the amount of time you have available on your visit it might turn out to be useful at some point to have one.

While an NIE may not be required having one can have advantages so for the minimal effort and expense involved it's hard to make a convincing argument against it.

This link shows how to get an NIE for EU citizens wishing to stay over 3 months

It just requires the application form and an unexpired passport, proof of financial means (IPREM) and private health insurance for the period of your stay.
