It's worth noting that the first article referenced from The Connexion was actually published in March 2022 (it's behind a pay wall, so I haven't included the link).

The regional president for Comunidad Valenciana and Spain's Foreign Minister have also made similar statements, but as the Foreign Minister conceded, this is not a decision that Spain can make unilaterally; it has to be approved by the EU.

If you're referring to France's long-stay visa, you'll see that its purpose isn't for extended tourist stays:

But keep in mind, that in March 2020 the Uk government stated that arrangements to achieve reciprocal tourist travel mobility (180 consecutive days for Brits) would no longer form part of any future negotiating strategy with the EU. Stating that 180 day visa free travel would no longer be part of the UK’s approach to future negotiations with the EU with regard to its future relationship. There was subsequently never any mention of any possible reciprocal agreement in any agenda with the EU, parts 2, 3 or 4. The UK government decided for whatever reason that it wasn’t worth it. It wasn’t the EU that rejected it, the UK gov just dropped it in their rush to get Brexit done !

Hew,  Madam Imbert's proposal is not aimed at tourist travel, its only for second home owners.

For most tourists the 90/180 day rule doesn't affect them.
